Purchase of labels requires iOS 3.0 or above.
If you have re-downloaded the Labelbox app you can still access your previously purchased labels as long as you sign in with the same iTunes store account. This means you can also access your labels from multiple devices.

I have re-downloaded the app and I see the locks on the labels I have previously paid for. If I attempt to click on them, I'm prompted to buy again. How can I restore my previously purchased packs?
You should go through the purchasing process. iTunes should not charge you again if you are using the same iTunes account.
